Ted Civil brings over 26 years of extensive experience in the parking industry, having held key leadership roles such as General Manager, Operations Manager, and Project Manager. He has a strong background in operations, sales, and team leadership, with proven expertise managing both private and municipal parking assets. His portfolio includes oversight of on-street parking, valet services, a stadium, an arena, a port, a convention center, federal and county judicial centers, performing arts venues, hotels, office buildings, and entertainment districts.

In his current role, Ted oversees the City of St. Petersburg’s parking assets, including the Enforcement Division, Meter Collection, Parking Payment Office, and on-street operations. He is responsible for enforcing parking regulations in the downtown area and managing all aspects of municipal parking operations and assigned traffic control functions.

Ted coordinates and supervises all parking enforcement activities, ticket collection processes, office support services, recordkeeping, budgeting, application processing, violation notices, and related administrative tasks. He also serves as the contract administrator for the City’s off-street parking operations, which include three parking garages and ten surface lots.
